That's right...Actually, I'd say Parisian traffic is like that of Te Awamutu compared with the likes of KL, Bangkok, or even Luanda.
Below is traffic at Victor Hugo, and Conflans-Fins d'Oise (boaty traffic) respectively.

And yeah, it wasn't terrible on a global scale, but it was certainly far far worse than London (which I had just left at the time)
