Can't charge freight when it's included in the purchase price (cos it's free) so that they can get their opening the mail fee.

They didn't make it up in our case. It was listed & being ex USA was fairly high value. I think shipping was about $80 of the $350. At the time we thought the approx $400 limit was for goods only, not goods + shipping.
