They're usually rounded buildings... how about installing some massive air jets to create a cyclone within the building in the direction the rider is going?

You could use it during regular velo events too in order to make the participants go epic fast. Keirin at 100kph anyone?

They would still be breathing, removing precious oxygen.
Ideally I would suggest that the atmosphere be a 66% hydrogen 33% oxygen mixture - maximum oxygenation capacity combined with minimum atmospheric resistance.

Surely a vacuum chamberdrome is the only true way to reduce drag.
The scuba setup may be somewhat cumbersome though.

People expiring (breathing, not dying) is good as that raises humidity and temperature - lowering air density. But more CO2 not so flash for the rider.
If he really wants to set it out of reach he needs to go to Altitude like Dekker to get nice balance of O2 concentration and low air density. But find (build? What's the point of being a Sir if you can't indulge in unnecessary extravagances??) an enclosed track to keep the temperature higher.

There is a bit of evidence that even a lone rider creates a vortex effect. Ideally you'd have a bunch of people ride around the track at pace for 10mins beforehand to get the swirl going.
