Which Tubes For 700x28c?

Seems tubes are 18-23 or 25mm then 32mm plus.

Which size should I use in a 28mm tyre?

25 will be easier to stretch out to fit than crumpling in a 32

Use a tube smaller than your tyre size - it will stretch. The 23mm ones might end up pretty thin though... so if you have lightweight tyres and/or are a hard rider (hopping kerbs etc) you may find they puncture more frequently.

Hey Percy, where can I find such a tube? I've only ever seen a 18/23, 18/25 and 32/35.

Any bike shop should have some, or can get them in for you if they dont have any in stock.
