Water In Rims ?

After road rides in the persistent rain ! Shimano WH-RS81 C50 Carbon Clincher wheel set.
Could hear it sloshing around after the ride, so stripped them down to dry out.
Is this normal ?

Where was the water?
If you went tubeless then the sealant for stopping air getting out would also stop water getting in?

Its worse for tubeless as it still gets in the spoke holes and means that to get it all out requires removing the tape.
