Thats shit.. So basically its not OK to drive around with a bike rack without a bike on it?..
The law around bike racks is really unclear, as by design they will obscure the license plate, however its illegal to make a plate to go on the other side of the bike rack, and you cant actually buy a 3rd license plate.
So in effect bike shops are selling a product that is illegal to use.
Submit that argument to LTNZ and see what happens. I reckon you will get off this.
