Sheppard Industries - Any Welders Around From The Late '80s?

So I've got an old 20 inch supersport, but prior to reconditioning the paint, the downtube had rusted significantly and has since snapped with someone else riding it without my knowledge. They had their father-in-law weld it back together, but I'm not happy with the result. I think to truely reinstate it I need to replace the entire downtube.

Are there any welders who were working for Sheppard Industries around '88 that I could employ to cut and replace this tube for me? I figure they would be able to keep it as standard as possible and make a clean job of it?

Jeff from Kiwibikes Rotorua could be an easier option as he specializes in custom steel frames.
