Use them as chain stay protectors. Setting up "recycling" would be a good idea. Especially useful at bike shops/parks. There is someone using tubes to weave bags. I have also seen belts made out of Tyres (howies clothing sell em)

again i am tubeless and have a few tyres just sitting around doing squat.

however the rate at which alot of people change tubes is absolutely stupid! so a tube recycling facility would be great, but dont forget the tyres aswell. such a facility would be great!

however there are many uses for innertubes such as:
tie downs
chain stay protectors
wipping people
blowing up for entertainment with an air compressor......... BANG!
tieing small children up
making really big slingshots
hanging bikes up
and i have even heard of people hanging them from the roof and using them as maintenance stands.
