Road Tubes ?

Most I've seen come in 19 to 23mm; 20 - 25 etc.
Will a 20 - 25 be ok in a 28c tyre ?

Proper inflation and staying out of the gutter are key to avoiding many tire problems."

What's wrong with using 700x25/32c tubes? Sure most shops stock these
