Lower Steering Tube Ring

What is the real name for the bottom little ring around the steering tube at the bottom of the head set ?

If its stuck on, your LBS will have a wee tool that pops it off. Or if you trust yourself enough you could use a small flat head and try do it that way but you may end up scratching your fork uppers and could dent something.

Ive got a tiny cold chisel or pin punch I use. Then again you should see the size of the hammer I used to seat my last lot of bearing cups...best not take my advice.

You only need to move it a few mm: the flare on the steerer tube to seat it is generally not much bigger than the race its bad self

LOL just picked up a pear of dart 3 forks for a good price the other day and i think they are pretty average forks and they will do me fine for a while i hope
