Soft tail means something like less than 4" travel. or the frame uses soft materials in the back that make it flex instead of a shock

softtails dont necessarly have a rear shock, they are different to full sus bikes, in the case of the above bike the rear flexs. have a look here http://www.vorb.org.nz/ftopicp-1723713.html

the one thing i wouldnt be too keen on is the two top tubes! wouldnt they get in the way with pedaling?? otherwise it looks sick as and something that will make a lot of sales
