Temporary fixes (padding, tape, etc were allowed once only at 2009 Club Nationals - will not be permitted any more. We saw some riders with a couple of plastic picnic knives taped to their bars to thicken them up!! However, permanent "hard" material "fixes" eg, building up with more carbon layers, etc, to achieve a 3:1 ratio would be ruled OK. Unless you are pretty handy though, would pick time to accept that these are the rules an purchase a new set of bars.

BRT Racing Rules were changed in 2009, effective 1/1/2010 for U15/U17 riders. U15 may only ride with classic style handlebars and NO handlebar extensions. U17 ditto but may use clip on handlebar extensions. Wheels must have minimum 16 spokes and no composite materials. In stage races (eg tours) the same bike must be used in all stages (excepting genuine breakdowns requiring a bike change).

UCI delaying strict enforcement of some frame rules (including seatposts? but not bars?) until 2011.

However, with a view to supporting the development of cycling in all five continents and to avoid penalising riders participating in lower category events, a tolerant
attitude can be applied to time-trial bicycle frames, as an exception and until 31 December 2010, solely for the following events:
- Class 2 events on the Continental Circuits;
- Women’s Calendar events;
- Junior Calendar events (men and women);
- Masters (men and women).

the logic of including seatposts will be that many of the non compliant seatposts will be proprietary seat posts that only fit that frame, so if they were strict on the seatpost they would be effectively still be strict on frames

IMHO bars / extensions are fairly cheap to at least get a legal setup (sure it mightn't be bling) but it's not too dear to get a legal set-up, were as buying a new frame / bike can be rather spendy

i did not see any close inspection of TT bikes for 3:1 compliance on thursday, other than the usual measuring jig.

Many of the manufacturers had difficulties getting new posts made in time for implementation of the rule.

For Elite champs and .1 / .HC / WC / GT races, the rule is enforced. I had to pack out a post last Elite champs in Australia, but I understand the new rule means that's no longer acceptable.
