it does seem to be getting confused as a clearing of Armstrong of Doping, Vs a decision to not pursue a difficult case about fraud with government money with the target having significant political influence.
IMHO..
1) did he dope. Yes.
2) will he have any TdF titles removed and ever be censured for it. No.
3) Cycling needs to move on, i don't think anything will be achieved by continually going after armstrong.
