Unsure of gearing.

Is 21 Teeth on the rear going to be low enough for a toilet roll holder

Depends on the chainring size, steepness of hills and desired ratio.

In this case I'm assuming a nice easy ratio is what you want, so maybe match with a 32t 'ring?

It seems obvious it's to take care of a big job, but I don't think the size of the ring should come into it :D
