National Park so erm, don't think so. RAL, are not even allowed to move a rock, without a lengthly consultation process with local Iwi, resource consent etc etc etc
But there are trails in the area. Tukino, tree trunk gorge, 42nd traverse.

I thought that it was being looked into to allow people to ride in National parks? must have been mistaken thanks.

Sims is onto it. Infact it is not only a National Park, but a World Heritage National Park (one of only 10, I think, anywhere in the world), based on the area's cultural significance to the indigenous people.
You are not even allowed to take a dog into the area, even on a leash. Lots of rules unfortunately.
Besides, if you ever get the chance to go up there for a walk around in the summertime, you will see why its not a good idea. Either that or rent Episode 3 of LOTR, that volcanic rock is pretty abrasive, and its everywhere up there. You can hardly even ski up there with 1.5 metres of snow on the ground to fill in all the gaps.

The terrain is big sharp volcanic rocks, not tussock, it'd be interesting tyre wise

DOC are assessing which trails in National Parks may be suitable for biking and are opening some purpose built ones of their own. The Poulter river in Canterbury is one that they have opened as a trial at the moment. So the wheels are in motion, but with an organisation like DOC it could take a while to see the results.
