National leader Don Brash formally conceded defeat this morning after his party lost a seat in the final election count.
Speaking to a press conference after the final results were declared, Dr Brash acknowledged that National had little chance of seizing power from Labour.
"The special votes did not improve National's chances of forming the next government, indeed they made those prospects slightly worse by having one seat fewer in Parliament than was true on the election night," Dr Brash said.
"I therefore formally concede on behalf of the National Party that we do not have enough seats to claim a mandate," he said.
Dr Brash said he would be calling Labour leader Helen Clark to concede to her after the press conference.
Miss Clark told reporters in Nelson, where she was accompanying Prince Andrew, that she had received the phone call from Dr Brash and had thanked him for the gesture.
She also had congratulated him for rebuilding National after the disastrous election result in 2002.
Miss Clark refused to commit to a timeline for the formation of a government as she did not wish to put pressure on her potential supporters.
The final results, including more than 200,000 special votes, has seen the size of Parliament reducing from 122 MPs to 121 and National dropping from 49 MPs to 48.
Miss Clark with 50 MPs - plus the vote of Progressive leader Jim Anderton's - needs to build a majority of 61 to pass crucial legislation.
She has begun talks with New Zealand First (seven MPs), the Greens (six), Maori Party (four), United Future (three) to gain support for a Labour-led minority government.
The final result means that National's Katrina Shanks, the last MP to come into Parliament on the election night result, will now not be sworn in as an MP.
The reduction in size of Parliament is due to the Maori party picking up proportionately more party votes in the final count than it did on election night.
Under the provisional results the Maori party won four electorate seats but was only entitled to two MPs by the party vote measure.
This led to an overhang of two MPs, because of their increase in the vote this overhang has been reduced to one MP.
No electorate results changed in the final count.
Labour's Otaki MP Darren Hughes held on to his seat by 382 votes. His was the most marginal result on the night.

Hmmm, Labour (50), Progressives (1), Greens (6) with support from anyone else (NZ first or Maori party) can govern, so there's still a chance the Greens will get ministerial roles, even if it's outside cabinet
It's going to be far better than what Don Brash gets, which is probably turfed out by the party he's done so much for, which will then crash and burn under the leadership if a gimpdingus like Gerry Brownlee.
I reckon there'll be another election quite soon
I mean, there will be at least 3 - 4 parties in coalition.. it'll be very hard to keep it all together.

I'm expecting a minority govt, Labour + Prog + poss. United Future, with supply and confidence from NZ 1st / Greens.
Brash will last a year I'd imagine before someone young and hip who they will have groomed moves into the top spot, I think some young blood would help national immensely.

Kinda like how Bill Englishes young blood helped them out last time?
I doubt HC will go for Dunne after him cosying up to Brash in the campaign... And it'll ssip the Greens off royally if Peter Dunne is in a coalition. Most likely is a minority Govt. of Progressives and Jim Anderton, after that the next most likely party to have anything to do with it is the Greens, the Maori party will probably do what the Green party does, and there might be support from NZ1st or UF.

the nats dropping a seat was a nice surprise. Anyone know exactly how this happened? Did the Maori vote go up in the specials, or did the total go down (i.e. the odds and ends who didn't make it get more?)

Haven't we just had three years of this very scenario?
Won't it be interesting if the Maori party are excluded from any deal. Taking a long term view, I guess this could weaken their position in parliament, and likely bring back some of the vote to labour? Or might it go the other way, and lead to a Maori party whitewash of the Maori seats? At least there'll be Maori seats next time...

I have respect for Bill English - he does have the occassional silly idea but he is generally a sensible and responsible thinker who combines an understanding of issues with well thought out policies. Unfortunately that made him unpalatable to the average voter who simply wants easily digestable rheoteric from someone who looks like they know what they talking about.
I reckon the biggest loser was the Dunne Party United Future - they've had how many MPs in parliament for the past 3 years - eight (I had to look that up) - can you name any of them apart from Peter Dunne? At least with the other minor parties like ACT and the Greens you actually knew they had MPs who were actively doing stuff (whether you agreed with their stuff or not.) United Future fully dropped the ball and will probably be relegated to the same place as the Jim Anderton Party.
National have made a solid come back from near extinction - unfortunately they did it by making a huge pile of promises they could of never possibly kept without serious damage to New Zealand's social/ economic/ fiscal fabric. It's probably better for them that they didn't get in.
