Looking at what you've done I'm not really surprised that it splutters below 2k.
What have you done with regards to tuning? Have the carbs been balanced? How agressive is the grind on the Cam?
What are you wanting to use it for? If you really want something that has reliable power andyou're prepared to put in the efforet, the quickest thing to do is to swap the 3k for a 20v 4AGE. If you want rapid, Turbo 4AGE. If you're prepared to do the engineering, drop a Hayabusa motor into it.

The race cam is possibly whats giving you trouble, you'll need a fair bit of tuning to get it running nicely down low, but still you wont get much power down low. Also, if you haven't already, put a post up on www.toyspeed.org.nz

I had one of these in an old open wheel race car. It wont produce any power below 2-3k any way. If you want any real power get a 4age.

You may not realise this but this is a CYCLING forum
As others have said - its the race cam that means its at least idling lumpy and has so little power under 2000rpm.
I've had a number of 4k Corollas and even the twin carb ones idle well if tuned properly.
You've either got to get it tuned as well as poss with what you have and put up with a higher revving, cammy, gas guzzling car with little under 2k rpm or swap the cam for a standard grind and have a more driveable car.
There may be a grind available that is a bit quicker than standard but gives more torque too - ask around.
I know what I would be doing
Go in the Trademe Motoring forum for some good advice.

7000rpm is a bit low isn't it? I though 8600rpm was where it's at?
Anyways I'm going to agree with everyone who has said 4AGE, hell maybe even try and shoehorn a 3SGE in there?

I love those early 80's RWD Starlets
Loosest bloody things out there, oh so much fun
We once put a Rover V8 into one in a weekend for a laugh. Needless to say it was pointless, but shredded tyres in no time. Things you do for a bet
Best thing to do if you want a driveable, but quick wee rocket would be to go for the 20V 4AGE. I've had a couple of cars with these engines, only cars I would buy again. Never killed one either.
