Council News

CNZ Annual General Meeting

The CNZ AGM was held in Dunedin in May and is the once-a-year opportunity for all Centres to come together and provide direction from the “grass roots” to the CNZ Council.

This year's forum topic was our National Championship events. In general, people are happy with the timing and format of the 4 champs – Elites, Club Nationals, Track and Criterium – but a number of positive suggestions were put forward and these will be worked into future events.

CNZ Council 2008-2009

The CNZ officials for 2008/2009 consists of:

As you can see above, each Councillor has a specific area of responsibility. They manage these areas for CNZ in conjunction with the staff at the BikeNZ Office.

These Councillors are also available to talk to members about these same areas.

The Island Councillors are also there as your “local’ contacts on any issue and will bring any matters or ideas you might have before Council for discussion.

New Life Member

Stalwart of the Wellington cycling scene and former secretary of the NZACA, Allan Rice was awarded with Life Membership of CNZ at the AGM in May.

Allan has had an amazing cycling “career” as a rider and an official, spanning some 60 years and he continues to play an active part at his local club. Congratulations Allan, a great achievement and a worthy recipient of this honour.

End of An Era

Geoff Campbell, the face of CNZ/BikeNZ for many of you, retired from BikeNZ in March, after many years of loyal service.

BikeNZ staff arranged a “This is Your Life” evening for Geoff and he was genuinely touched by the many contributions made by many of you to the book he was presented with.

At the AGM, Geoff was presented with a trophy of appreciation from everyone in CNZ.

Geoff has headed south to live on the mainland and has already been roped into involvement in the local cycling scene in Motueka.

The person replacing Geoff at the Office as the day to day contact for CNZ members is Emma Wensing. I am sure you will make Emma welcome as part of the CNZ family.

Other Departures

Retiring from Council this year are three long serving Councillors.

Former President, John McDonnell, has stepped aside after some 16 years on Council and as Chairman of the Technical Panel. Fortunately, John's vast experience is not lost to us, he remains as an advisor to the Technical Panel. John put in place many of the policies and procedures we now follow and has provided valuable support and guidance to the numerous Presidents who followed his term in the top job.

Bryan Simmonds has been Vice President for a number of years and has served several terms as North Island Councillor. Bryan has stepped down from Council, but is one of those lucky people who is able to combine his passion and his job, as BikeNZ High Performance Logistics Manager.

The other Councillor retiring after several terms as South Island Delegate is John McBain. John has been involved with Advocacy issues. John is a familiar sight at events in the South, either involved with traffic management, St Johns or as a Commissaire.

We thank all three of these guys for their time on Council and for their contribution to the sport


Awards

Cyclists of The Year 2007

In a change to procedure, these awards were presented close to the start of the year for the first time.

Road Cyclist of the Year – Julian Dean
Track Cyclist of the Year – Catherine Cheatley

Two special awards were presented to Junior riders as well:
Junior Road Cyclist of the Year – Tom David
Junior Track Cyclist of the Year – Eddie Dawkins

Congratulations to all these riders for their outstanding efforts during 2007.

Malayan Cup

The Malayan Cup is a trophy won by a New Zealand representative team in the 1950’s, which included greats such as Warwick Dalton.

Since 1959 it has been presented as CNZ’s highest award, to those who have made a special contribution to our sport, either in the previous 12 months or over a longer period of time.

This year, the Malayan Cup was awarded to Hayden Godfrey, for his long history of success at the highest level on both road and track, culminating in his winning a World Championship Title in the Omnium event on the track this year.

Olympic Success

It seems everyone agrees that all our road and track athletes did us proud in Beijing.

The whole team put in fantastic performances and all deserve congratulations.

Thanks also to the hard work put in by Mark Elliott and the rest of the support crew from the HP team at BikeNZ.

That first sub 4 minute Pursuit was a pretty special moment for NZ cycling and to be able to beat the Aussies in the final this time made that medal that much sweeter.

It’s all looking good for London 2012!

BikeNZ changes

In the last month or so, we have seen the resignation of Road Coach Jacques Landry from the High Performance Programme. This seems to have triggered all manner of rumours around the country about the European Training Centre and various other programmes.

So far, no decisions have been made regarding these matters. Now that they have returned from Beijing, Mark Elliott and the HP team will be looking at what the priorities are through to London for all cycling codes and Garry Bell, as CNZ Councillor for HP, will ensure that Road and Track disciplines are well represented in that process.

In terms of the ETC, SPARC has publically stated it is keen to consider a single European base for all its targeted sports (of which cycling is one), so the signs are positive.

Also leaving BikeNZ after some 5 years in the job is CEO Rodger Thompson. It has been a big job getting a whole new organisation off the ground and while there have been some ups and downs over that time, Rodger now leaves an organisation that is in pretty good shape and one that is delivering good services to CNZ in most areas. He leaves behind a solid team that will continue the good work until a replacement is found. We wish him well in his new job and thank him for his support of road and track cycling.

BikeNZ has also relocated to Pelorous House at Seaview, near Petone. They share this new purpose built facility with several other sports.

Events News

National Points Series

The new National Points Series (NPS) got off to a bit of a rocky start after the first race (the Auckland 1000) had to be postponed due to a major storm. However, the inaugural event is now behind us and the level of interest in the series is encouraging. You can read more about the series on the BikeNZ website here.

It is also good to see a number of club, centre and sponsored teams taking part in the NPS.

2009 Track Champs

As most of you are aware, this event was originally awarded to Wanganui to host. However, due to a very heavy workload on the club with hosting the Club Road Nationals, the Masters Games and several other major events, the Wanganui club reluctantly took the decision to relinquish the Track Champs and these will now be held at the ILT Velodrome in Invercargill in 2009.

Southland has made it clear that they support the competitive tendering process that CNZ uses when deciding where championship events are held and this process will be followed for future champs as well. As directed by the AGM, the Events team will give an appropriate weighting to the standard of facilities when assessing tenders for future track championships.

I also want to acknowledge receipt of the petition that many of you signed at the 2008 Track Champs – your viewpoint was given full consideration as part of the discussion on this issue.

2009 Elite/U23 Champs

These champs are being hosted by the Te Awamutu club in the Waikato. Details on the circuits should be available shortly.

The review of last year's inaugural Centre Team's Road Race was held and a number of changes have been made to continue building these Champs into the premier road event in New Zealand.

New Zealand Registered Teams

CNZ has now finalized the rules to allow NZ Registered Trade Teams and these can be found in the new 2008 Racing Rules. These teams will be able to race at our Road Champs and there is already some interest from sponsored teams around the country.

It is also good to see a number of club, centre and sponsored teams taking part in the NPS.


2008 Racing Rules

The CNZ Racing Rules have been updated and can be found on the BikeNZ website here. We encourage all riders and officials to become familiar with them.

Many of our racing rules are now shared with the UCI. We have included references to the applicable UCI rules in the CNZ Racing Rules. The UCI Rules can also be downloaded via the BikeNZ website. The main sections to download are Part 1 – General Organisation of Cycling, Part 2 – Road Races and Part 3 – Track Races.

With the CNZ Racing Rules, we have also tracked down a number of older and/or obscure regulations that were scattered across various places and put them into this document to make life simpler for riders and officials.

The intent is that it will now be updated annually, with the CNZ Technical ratifying applicable UCI Rules for the following calendar year.



Portfolio Updates

Coaching

A list of carded coaches has been confirmed for the next 12 months. Planning is underway for UCI Level 2 Accreditations later this year and in 2009.

It is pleasing to see a good pool of high level coaches being developed and that a program is being prepared to further their education.

Business cases are being developed with SPARC to look at future Level 1 coaching courses.

CNZ Councillor for Coaching, Lynn Murphy, reports that she is pleased with the work that Mark Elliot and Hughie Castle are putting into the programme and some good progress is being made in this area.

High Performance

While the Olympics took centre stage, our riders have also been performing well at other events.

A good sized team of our Juniors competed at the Junior World Champs in Capetown in July.

You have probably read the results and report on the BikeNZ website, but the athletes achieved some solid placings in the road race events and picked up an impressive total of 6 medals in track events.

These young stars of the future can be justifiably proud of their success at this top level.

Junior Development

It has also been a busy time on the U17 & U19 scene.

A training camp was held at the Tour of Taranaki to teach these young athletes about being involved in team riding and to prepare them for traveling to international events in the future.

Eddie Bright took a team of U19 women from the Canberra Tour on to Adelaide for more racing and they met with some success there.

Dave Osten from Auckland also took on the management role for both the Tour of Taranaki and Canberra.

A big thanks to David and the rest of the support team (coaches and helpers) who gave up their time and energy to make these tours possible.

CNZ is also working on having official Junior Selectors to support and work in with our two current Selectors (Graham Hunn & Kirsty Fleming and the National Road or Track Coach)

Don Buchanan has taken over from Lynn Murphy as the Councillor for Junior Development.

Events

During the “off season” the Events team (Ivan Aplin, Karyn McQueen and Rachael Neutze) have been hard at work, developing a number of documents to underpin our Championship Events. The Office has pulled together an excellent “Champs Guidelines” for clubs hosting the Nationals. This will be updated after each champs.

Tenders have also been called for all next years championships. Access the tender information here.

Our championships are currently funded by the Lion Foundation. With the downturn in the economy, gaming machine profits are down and accordingly, so is the available funding. We took a 5% drop this year, which compared with many other sports, was quite a small drop.

BikeNZ is working hard on finding major commercial sponsors for our events – not easy in the current environment. You may have noticed that the National Points Series carries the BikeNZ name, not CNZ – this is all about creating one “brand” for cycling and making the sport more attractive to sponsors.

Masters

With around 40% of our membership in the Masters age categories and the former NZ Masters Cycling Association formally combined with CNZ, we are now working with BikeNZ on plans to support and develop this important area of cycling.

An example is the support package for recognized teams going to World Championships. This will involve things like access to BikeNZ’s preferred suppliers for travel and uniforms and so forth.

We are also trialing a Masters points database for those “older” riders in the National Points Series. This is not a formal part of the Series, but is just to try and track Masters categories points with a view to possible future inclusion once the Series becomes firmly established.

Advocacy

People tend to think of Advocacy mostly in terms of lobbying on Traffic Management issues for bike races, but BikeNZ is looking at all aspects of cycling through areas such as access for mountain bikers, development of commuter cycling facilities and the general promotion of cycling as an activity.

A number of Cycling Clubs are now getting involved with their local Councils, providing input on new roads at the planning stage. It is now required that Councils do consult with all road user groups, and it is a great opportunity for Road Cycling groups such as clubs to have their say on what does and doesn’t work for them.

Inspirational Stories for use by SPARC with their Push Play Programme
SPARC are seeking stories of ordinary people (women 25-50 and men 35-50) whom have turned their lives around by participating in physical activity/sport (Cycling for us). If the story is accepted further data and an interview will take place with the person involved. More stories and examples are still required. Cut Off- for us in October publications- regionally and nationally. Technical

The Technical Panel met with BikeNZ and Mountain Biking NZ in July and established ways to action a three year development plan that John McDonnell had put together.

This will formalise a lot of the processes around Commissaire development, including delivering Commissaires courses. The intention is to develop a course for officials at club and Centre level, in addition to the current National courses.

BikeNZ has now put together a business case for funding for some of these additional programmes.

The Commissaire exchange programme with Australia was confirmed for another year. This has proved very beneficial, with the cross-over of ideas and for gaining experience.

Commissaires will also be sporting new red shirts at events around the country this summer. These will be common to all the cycling codes (CNZ, MTB & BMX), so you should be able to “spot the official” when you need one!
