wouldnt a head lock work? given there is enough steerer to clamp the bolts of the stem onto? try a low stack stem, then perhaps a zero stack headset (Assuming your about 3 cms off.)

I tried to get a piece welded on last year. It ended in fail. However, you could try looking at of these: BBB steerer tube extender
One of my lbs's has them.

I'd be wary using that on any bike, especially one with dirt jumper forks.
Get a new crownsteerer or fork, that steerer won't work at all
