Hard to pick anyone particular infrastructure sector that needs more investment than another because for so long everything in NZ has been done on the cheap.
I picked telecommunication and the internets though because this is one area in particular that needs to be enhanced to stimulate productivity within the economy. A focus on increasing productivity is what the government really lacks and what needs to change if NZ is ever going to be economically successful (like Ireland was for example).
Interestingly enough, all of the land at Beaumont (in the Clutha District) is still owned by Contact... the Beaumont hydro scheme could be resurrected easily (aside from the RMA)

I choose roading.
A couple of reasons in my opinion.
One is that people + cars + nz roads = enevitable deaths. What price do you put on human life? So go for it, make our roads wider, safer and easier to use, between cities. State Highways ? Please... They wouldn't even make it as B roads in the UK.
Two, better roads, laid out and planned properly could actually increase fuel economy in general as faster drivers won't need to boot it time and time again overtaking slowpokes.

So yeah, intercity roading gets my vote.
Teaching people how to drive outside of cities at 100kmph would be of more use or in the cities for that fact. And the faster you drive the more fuel you use.

Factor in that many of NZL's dwellings are woefully underinsulated and power inefficient.
Michael - I assume you're sarcastic. If the power companies are going to run a commercial operation supplying a vital resource then they need to invest sufficiently. If they want provide a service that's not run as a commercially viable operation, but requires propping up, then they should be a govt operation, or the govt should be a major shareholder.
