Grumpyoldman laid down a great format and some very good points I tried to covey the same points without repeating his words:
To whom it may concern,
I am writing with regards to a pedestrian overbridge begin installed at the top of Wainuiomata Hill.
I live and work in Lower Hutt and I cycle in the Wainuiomata hills an average of twice a week. Many of my friends and co-workers also use these trails for cycling and offroad running.
The trails in Wainuiomata are becoming increasingly popular with school-aged children. Many of these children live locally however it is not uncommon to see parents dropping them off at the bottom of the hill, or to see these children getting off the train at Waterloo and cycling from the station.
Approaching Wainuiomata from Lower Hutt I choose to cycle on the path on the South side of the road. This path is much safer than cycling on the road due to:
*The speed and driving styles of vehicles using the hill road
*The amount of debris, specifically glass, on the hill road
*The lack of shoulder on the road combined with poor line-of-sight for drivers
*The fumes emitted from vehicles climbing the hill, specifically trucks and buses
The downside of using the path on the south side of the road is needing to cross the main road at the summit of the hill. This is extremely difficult and dangerous because of:
*The speed of motorists cresting the hill
*The high volume of traffic
*The lack of any suitably sized center island
*Poor visibility due to the curvature of the hill and road
I believe it is only a matter of time before a cyclist, walker or runner is injured or killed by a vehicle while trying to cross the road at this point.
In this years Annual Plan I would like to see development of the summit of Wainuiomata Hill to reduce or eliminate this risk. I suggest:
*Build an overbridge at the summit of the hill. The bridge would need to be easy for both cyclists and foot-traffic to use.
*Develop a multi-use track between Lower Hutt and the top of Wainuiomata hill on the north side of the hill road.
*Develop a suitable pedestrian island between the two lanes of traffic at the summit of the hill to ensure cyclists and pedestrians are protected while between the two lanes.

SUBMISSION ON HUTT CITY COUNCIL’S DRAFT ANNUAL PLAN 2008-2009
Many thanks for your feedback on Hutt City Council’s Draft Annual Plan. We very much value the comments we receive on our Draft Plan.
With regards to your comments on Wainuiomata Over Bridge, Council has prepared a concept plan to construct a shared walkway/cycleway on the Wainuiomata Hill Road from Wainuiomata to Lower Hutt. This plan includes the provision of a pedestrian overbridge at the top of the Wainuiomata Hill. The estimated cost of the project is $1,500,000, including approximately $450,000 for the overbridge. Currently no funding is included in Council's Draft Annual Plan.
All submissions will be presented to the Mayor and Councillors at a meeting to be held on 17/18 June 2008. Following that meeting I’ll write to you again in approximately mid July and advise you of Council’s decisions on the Draft Annual Plan.
