GIMP is the best free photo editor and as Vinnie says it is definitly in the same class as photoshop, it as also available on plenty of operating systems.
Note: gtk needs be installed along with GIMP on windows and X11 on macs.

Heres how to resize an image in GIMP.
Open the photo ctrl+o
Click on: Image>>Scale Image
Set the unit to pixels if it is not already
Set the height or width with the ratio locked(the chain link button to the right of width and height)
Click ok
Save (ctrl+s) or save as(file>>save as)

The Image Resizer works a treat for reducing pictures down to 640 x 480 (and larger sizes if you wish) with the menu accessible by a simple right click- 640 x 480 is a pretty good size for picture attachments to Vorb Double Thumbs Up
