Yep, 12 working hours before an election would be a world record for any government department to react.  |

Treasury doesn't cost opposition party policies.They work for the government, kind of why it is called a government department |
Actually, opposition parties can get their policies costed by treasury in the lead up to an election. But then that would be subject to a OIA request

but
I think it is only in the case that they are trying to form a government, otherwise this applies:
Appendix 1: Guidelines for Costing Party Political Policies
Requests for costings of policies of any political party should be provided only at the written request of the Minister of Finance or a Responsible Minister. A request from a member of a Minister's staff is not sufficient authority in itself.
