I thought aluminum steerers were stiffer and stronger. I bent a steel one and now I've got an aluminum one and I've cased things way worse with an aluminum one than I did when I bent my steel one and its still straight.

Steel is not stronger than alloy ;) In fact, cromo IS an alloy

Aluminium alloy is lighter and stiffer - but will weaken at a point and 'snap'.
Cromo is heavier and flexier than aluminium - but will bend rather than snap.

neither is better (or 'stronger') than the other - they are just different.
