I can't say if this was an 'act of God' or not, mine is only to wonder in awe at His ways, however based on scripture, my opinion is if it was God's doing, the fire would have been raining down from the heavens and the cities would be destroyed (Sodom and Gomorrah).
I think God would be well able to do it Himself, not rely on a couple of punks who decide to go out and play with matches in the forest.
