I'd rather not shell out for a full length race top if I don't have to.

i'm not speaking on behalf of WMTBC, but it's pretty clear what the guidelines say:

Compulsory is the elbow/ shin/ helmet/ gloves.

the other gear is Recommended.

Can't find a lot of information about it online
